CATS VS. DOGS TIC TAC TOE

The contest is on for the which animal rules the house!  To be proclaimed the winner of Cats vs. Dogs Tic Tac Toe, the dogs must prevent the cats from forming 3 in a row.  With each move the dogs make to get 3 in a row, the cats must block the path and make their own strategic move.  The award goes to the most adorable animal to get 3 across, down, or diagonal.
